As cavalier as the Army is.... The Army fights and wins our nation's battles, we can't seem to find it in our cold, calculating, killing institutional mindset to allow Soldiers to carry Umbrellas or wear the hood of their gortex jacket up when it's down pouring rain. Thank goodness the Russians didn't attack.
